This ceremony was presided over by Congressman Bob Goodlatte, Virginia 6th District, Chairman of the House Judiciary Committee; and the Assistant Administrator of the EPA at the time, Mathy Stanislaus. Situated within Royal Phoenix is a 240-acre conservancy park as well as a 34-acre soccer complex and skate park.
